Submarine cables form the invisible backbone of the global digital economy, carrying close to 99% of international internet traffic and trillions of dollars in daily financial transactions. A growing pattern of suspected sabotage and accidental damage to these cables since 2022 has raised concerns about the resilience of critical infrastructure that connects continents and underpins modern commerce.

Roughly 150 to 200 cable incidents are reported worldwide each year, with most caused by fishing trawlers and dragging anchors. What has changed is the frequency of suspected deliberate acts in geopolitically tense regions. The Baltic Sea has become the most prominent flashpoint, with about ten subsea cables severed since 2022 and seven of those cuts taking place between November 2024 and January 2025. The Red Sea, the Taiwan Strait, and the Mediterranean have also recorded a series of disruptive events. All times in this article are reported in UTC.

Recent Incidents in the Baltic Sea

On 31 December 2025 at 02:53 UTC, Finnish telecoms operator Elisa detected a major disruption on a fiber optic cable connecting Helsinki to Tallinn. Finnish authorities seized the cargo vessel Fitburg, sailing from Russia to Israel, on suspicion of dragging its anchor across the cable. The Border Guard, customs authorities, the Defense Forces, and the chemicals safety agency mobilized in a coordinated national response.

Five days later, Latvian authorities boarded another vessel suspected of damaging a telecom link to Lithuania. On 2 January 2026, Swedish operator Arelion confirmed that its BCS East subsea cable connecting Latvia and Lithuania had also been damaged.

Earlier incidents include the C-Lion1 cable between Finland and Germany, cut on 18 November 2024, and the BCS East-West Interlink between Sweden and Lithuania, cut on 17 November 2024 and linked to the Chinese bulk carrier Yi Peng 3. The Estlink 2 power cable was damaged in December 2024 by the tanker Eagle S. The Latvia-Sweden link was struck on 26 January 2025 by the Maltese-flagged Vezhen, although Swedish prosecutors later ruled the breach accidental.

Red Sea Disruptions

The Red Sea has seen repeated cable failures linked to indirect consequences of the Houthi shipping campaign. In February 2024, the anchor of the sinking Rubymar struck the AAE-1, EIG, and Seacom cables, disrupting an estimated 25% of data traffic between Europe and Asia. In March 2025, the PEACE cable was severed about 1,450 kilometres from Zafarana, Egypt, taking months to repair. In September 2025, fresh cuts forced Microsoft Azure to reroute traffic on an emergency basis. The bottleneck created by 15 cables passing through the narrow Bab el-Mandeb Strait concentrates systemic risk for international communications.

Taiwan Strait Tensions

Taiwan has logged at least eleven subsea cable breakdowns since 2023. The 2023 cuts isolated the Matsu Islands for fifty days. In January 2025, the Cameroon-flagged Shunxin 39 was suspected of severing the TPE cable north of Taipei. On 22 January 2025 at 21:00 UTC, two cables connecting Taiwan to Matsu were completely severed, prompting deployment of microwave and satellite backup systems. In February 2025, the Togo-flagged Hong Tai 58, crewed by Chinese nationals, damaged the TPKM-3 cable connecting the Penghu Islands. A Taiwanese court later sentenced the Chinese captain to three years in prison for intentional damage.

Economic and Strategic Stakes

Submarine cables are not just data carriers. According to the International Telecommunication Union, trillions of dollars in daily financial transactions move through these networks. One major bank alone handles close to USD 4 trillion per day across subsea links. A millisecond delay can affect arbitrage and high-frequency trading in major financial centres such as New York, London, and Tokyo.

The 2024 Red Sea incidents disrupted around 25% of Europe-to-Asia data traffic. Cumulative damage to cables in the region during 2024 and 2025 is estimated at USD 3.5 billion. Repair costs run from several million dollars per incident, and the global fleet of cable repair ships is limited and often booked months in advance. When multiple cuts occur during periods of tension, repairs can be delayed by insurance restrictions, permitting bottlenecks across overlapping jurisdictions, and security risks in active conflict zones.

The wider economic exposure includes cloud computing, e-commerce, banking, payment processing, foreign exchange trading, government communications, and emergency services. Countries with limited route diversity face higher latency, slower transactions, and reduced competitiveness. Investment in new cables is accelerating, with more than USD 13 billion of new infrastructure planned between 2025 and 2027, almost double the previous three-year period.

Response Measures

NATO launched the Baltic Sentry program in January 2025 to monitor and deter attacks on undersea infrastructure across the Baltic Sea. The German-led Combined Task Force Baltic, operating from Rostock, coordinates patrols, surveillance, and intelligence sharing among allied navies. The European Commission presented a Joint Communication in February 2025 to strengthen the security and resilience of submarine cables, focused on prevention, detection, response, recovery, and deterrence.

The International Telecommunication Union established the International Advisory Body on Submarine Cable Resilience in October 2024 and held its first International Submarine Cable Resilience Summit in February 2025 in Nigeria. The United Nations created the Submarine Cable Advisory Group at the end of 2024 to develop best practices for protecting global subsea infrastructure.

Operators are diversifying routes through projects such as the Arctic Way Cable System and new trans-Pacific links bypassing the South China Sea. Satellite alternatives like Eutelsat OneWeb and Starlink provide partial backup for isolated regions, although they cannot replace the bandwidth and latency profile of fiber optic cables.

Hybrid Warfare

The pattern of incidents suggests that operations below the threshold of open warfare will continue. Russia's hybrid maritime strategy, China's gray-zone tactics around Taiwan, and the spillover effects of regional conflicts in the Middle East all expose vulnerabilities in undersea infrastructure. While redundancy has so far prevented major internet blackouts, concentrated chokepoints in the Bab el-Mandeb Strait, the Taiwan Strait, and the Danish Straits remain points of systemic exposure for the global digital economy.
